The first Soil Conservation District Plan in the United States was prepared for the 330 acre farm of Mrs. Ploma M. Adams in Seneca, Oconee County, South Carolina. The cooperative agreement for work in soil conservation was drawn up in 1938. The parties to the agreement were Mrs. Adams and the Upper Savannah Soil Conservation District.
