These papers were created by Dr. William Hayne Mills during his service on the Citizens Library Association board of directors. During his one year term as its president in 1941, working with the South Carolina Library Asociation, a major effort was made to introduce legislation which would establish 4 statewide library systems. The James F. Byrnes Papers document his career as a U.S. Senator, U.S. Supreme Court Justice, Director of the Office of War Mobilization and Reconversion during World War II, U.S. Secretary of State, and Governor of South Carolina.
